With the processing of economic globalization, products localization has become the critical method for more and more transnational corporations to lower the cost and capture the local market promptly. As the critical components for telecom equipments, battery cabinet is one of the products in localization list. From the experience of localized type of battery cabinet, the project was delayed seriously due to the lack of proper project management, which also lead to the decision revision from company management. This paper focuses on studying how to make project schedule scientifically and reasonably for battery cabinet localization, to improve its rationality and reliability, make the plan good enough to become the project control basis and company management decision-making basis.This paper introduces the current situation for battery cabinet localization project firstly, analyzes the reason for project delay. Base on this situation, use PERT to plan the project schedule. Considering the current situation for battery cabinet localization project, this paper studied on how to make the project schedule plan by using Critical Chain Method. For using this method, we need to consider the sustain from resources shortage, and adjust the logical relationships between tasks. Set project buffer and feeding buffer to absorb the delay risks from uncertain factors. Introduce the risk factor, resource tension, importance for task to decide the buffer setting. Setting resource buffer in critical path to make sure that the resource is available on time, In this way, we can decrease the effect of resource constrain, and decrease the effect to project process due to the waiting for resource.The research achievement of this paper provides battery localization project feasible method and theoretical basis, to meet the requirement that the battery cabinet can launch to market as early as possible. From the project progressing status of battery localization project, due to using the achievement of this paper, the project schedule established scientifically and reasonably, the project progress according to the plan.
