Project is a project of enterprise strategy implementation depends on and the carrier, and reasonable configuration and management of human resources is the enterprise of engineering project implementation of the project management priority. Is not only beneficial to the rational allocation of human resources and management to achieve the goals of the project schedule, cost and quality, also an important part of enterprise strategic goal smooth realization, it will be helpful to the accumulation of knowledge and innovation, greatly improve the core competitive power of enterprises. Therefore, to scientific and reasonable project of human resource management is very necessary.At first, this paper illustrates the connotation of the concept of project human resource management, characteristics, combed the project human resources recruitment, forming, configuration, management, and the performance evaluation and incentive theory of human resources. According to the theory of Shuimuqinghua residential area construction projects, analyzing the status quo of human resource management to its current human resources management model from the personnel selection, construction team, salary system, performance evaluation four aspects are analyzed, and on this basis, pointed out that the project is in the process of human resource management and analysis of the specific problems. Finally, aiming at the problems in the project, combined with the project characteristics and the demand for human resources management, put forward the corresponding improvement measures, human resources management and the system specification to implement protection measures are put forward; Finally, Shuimuqinghua project human resource management plan implementation effect is analyzed.This paper content is divided into the following five parts:chapter 1, the theory, summarize the content of the project management and project human resource management, characteristics and main aspects of human resource management in the project management plan is analyzed, summarized has the characteristics of project management, human resources management for engineering project human resource management in comparison with general enterprise human resources management; Chapter 2, Shuimuqinghua residential area project introduction, this chapter is mainly about the Shuimuqinghua development background of the project, an introduction to the unit construction and organization studies, Shuimuqinghua residential area project introduction, etc.; Chapter 3, from the personnel selection, the team, salary system construction, human resources configuration aspects analyzes the Shuimuqinghua construction in community projects related to the situation of human resources management, and studied the characteristics of human resources management in the project, existing problems and reasons analysis; Chapter 4, the Shuimuqinghua district construction project human resource management improvement countermeasures and methods.
