As an important theory system on management, the Project Management (PM) gradually forms into a management science, following the social progress and project development. Based on the lifespan of the project, PM includes the managements for four phases: project concept phase, project planning phase, project execution phase and project closeout phase. In the whole process, all the management will be done by human being. Since human resources are the most important, basic and creative resources, human resources management plays a key role for PM.This research will be based on the further analysis of unique attribute of PM. Paying close attention that PM is a special task, which has strong integrality and timeliness. It is a management process running through the whole project lifespan. Then, this research analyses the inherent mechanism of human resources management and discussed how to improve the efficiency of PM. Through establishing the outstanding project group, fostering positive team spirit, setting up effectual performance evaluation system and incentive mechanism, and enhancing human resources training etc, letting the project human resources fully achieve its potential, and making prominent effect in the process of PM. This is also the significance of this study.In the light of the past study and records, this research poses that the development and implementation of project human resources management will become the key point for organizations to compete in the rapidly and drastically changing environment. This research focuses on the typical cases in the real life, with the purpose to discern the uniqueness of human resources management in the new situation, explore the effective measures, and transform the research results in practice eventually.This research centers on the human resources management of the project, analyze the logical relations and performance among key elements. On this basis, study the inherent mechanisms of the theme clearly. First, study the theory of the human resources management, laying the theoretical foundation for the analysis in the practice. Second, constitute the structure of the human resource management.The frame of the research is proposed on the study of the relevant theories and records. The research tries to verify relevant proposition, among which qualitative study is an elementary task. The main purpose lies in distinguishing the characteristics of human resources management through a paradigm of qualitative study, and thus lay the foundation for verifying the concrete propositions. By analyzing the real cases, remedies the deficiency of the theoretical research.This research follows the tendency of PM study closely, insisting on theory innovation and practical application. The features and innovation possibly lives in: First of all, this research combines PM and human resources management in one system, to study the problem about the project organization and human resources management; Secondly, the research plans to put forward a comparatively simple frame for project human resources management, forming a tool aim at analyzing the unique attributes of PM. Finally, this research carries on cases study, through the constructive conclusion, offering operative instructions for relative projects.
