With the business-development of enterprises, the single project management cannot fulfill the needs of increasing quantity of projects. The primary combat that triggers many enterprises take multi-project management to solve the problem of internal resource allocation is resource sharing. On account of the complexity and variability of construction project management, it is hard to use one integrated system of management to administrate the projects, which with different types and features. Therefore, the implementation strategy that contains multi-project management theory should be designed purposeful to match vary projects which executed by different companies. The main research object of this article is road construction Company; by explaining human resource conflict which under the environment of multi-project management. The analyze process is based on the example of construction company A, who suggests to use PMO(project management office) as executive organization form of multi-project management to achieve the target of HR distribution by classifying importance of projects. The development index of Company A is 6-dimension evaluation index with accordance of the dimension analyze theory and its essence of evaluation. Weightiness of evaluation index is confirmed by subjective weight method which empowered by specialist. And the ranking of project priority is classified by using obscured evaluation of integration. The availability of resource should also be concerned after the determination of the project weightiness, to make sure the needs will perfectly match the supply under the condition that the status of human resource distribution executed by vary projects is understood clearly. Since the experiences and skills of participants are varying, the distribution of human resource has to be based on category which under a dynamic management. And the category is defined by position and experience of every participant. After the definition, human resource information is saved in relevant data-base in case screening proper candidate for any stage of project execution in accordance with search requirement. The dynamic distribution and performance of human resource is saved in data-base as well, as the reference of performance management and salary assessment.The reasonable and effective distribution of human resource of multi-project management not only increases the business profit of company, but also guarantees the quality, schedule, and cost management of project, as well as encourages initiative of project participant.
