Water is the Source of Life, which maintains the basic needs of life and health. The shortage of water resources and water pollution are the two major problems of water resources in China. In order to alleviate the serious water situation, we should do the water conservation priority and pollution control oriented. In addition to through the development of industrial and agricultural water-saving technology, improve the utilization of water resources, create water-saving society, we should also change the concept of sewage treatment from the end of treatment to the beginning and the whole process control. China’s sewage treatment in the past twenty years has made rapid development, but there is still a large gap with the developed countries. Treatment of backward technology, shortage of funds, the low level of management are the main reasons causing the growth of sewage treatment capacity of our slow. Technology can be introduced, funds can be collected, but employees are the irreplaceable resources in enterprises.Competition among water enterprises is more and more drastic along with the rapid growth of economy. Human resource which determines the survival and development of an organization, is becoming one of the main sources of an enterprise’s competitiveness due to its inimitability. Motivation is one of the core concepts that lie in human resource management. Effective motivation mechanism is the key to maintain the core competition of an enterprise as well as to improve the overall efficiency of the organization.At present, there is such a phenomenon in the water industry, namely the large state-owned enterprises to make political advantage to attract talent, foreign enterprises to use high salaries to attract talent, can ensure the needs of enterprises in the number, but the employee performance cannot be guaranteed. Therefore, the introduction of talent is only the first step, how to retain talent and make it play the greatest performance is the most HR practitioners should be thinking about.This paper studies the human resource management of knowledge workers in EF Water Company by means of questionnaire and interview. It examined the current situation and issues of EF Water Company, analyzed the causes of the problems, and came up with an optimized design of motivation mechanism which combines both material and immaterial ways based on motivation theories. With this optimized design of motivation mechanism, EF Water Company could inspire the creativity and motivation of knowledge workers, thereby improve the overall efficiency of the organization and meet the strategic developing requirements of the enterprise.
