In the economic globalization and trade liberalization under the background, the influence of tariff and non-tariff barriers gradually weakened, in this context, the developed countries pay more attention to technical barriers to trade. Mechanical and electrical products is the main export products of our country, therefore, it is very easy to be affected by foreign technical trade barrier. Due to the characteristics of technical barriers to trade has concealment and flexibility, so that China’s export enterprises difficult to find and avoid, has severely restricted the export of electromechanical products in china. The developed countries of the European Union, the United States and Japan, in its own advanced technology and management level of the conditions, through the development of provision of technical regulations and standards, conformity assessment procedures and sanitary and Phytosanitary Measures on imported products, has developed a very harsh market access conditions, the export of electromechanical products in China is severely limited, which caused a lot of damage to China’s export of electromechanical products enterprises. Of course, mechanical and electrical products export in China itself also has a high dependence on developed countries, the problem of low technological content of export products, low added value and poor environmental performance, one reason for this is the technical barriers to trade have a negative impact on China’s export of electromechanical products.Based on the reference to related research results, using literature analysis method, quantitative and qualitative analysis and combination of theory and practice, in-depth analysis of China’s export of electromechanical products in EU, Japan, American etc. main target country for technical barriers to trade measures, and on China’s export of electromechanical products positive and negative effects, and for the negative effects, countermeasures for China’s export of electromechanical products break through technical barriers to trade from the government, industry association and enterprise level. In this paper, through a number of technical barriers to trade, the inhibitory effect of price suppression effect, deteriorating terms of trade effects and long-term industry promotion effect to carry on the analysis, obtains the technical barriers to trade in the short term will cause trade disputes, market access barriers, weaken the competitiveness of products, hinder the export of electromechanical products in China; but in the long term,technical barriers to trade will promote the enterprise technology innovation, improve enterprise consumer awareness, enhance national awareness of environmental protection. Therefore, China’s mechanical and electrical enterprises should continue to carry out technical innovation, improve the content of science and technology of mechanical and electrical products and environmental protection performance, so that the production of the products reach the international technical standards, technical regulations and environmental protection requirements, and then across the technical barriers to trade, export promotion. The conclusions of this paper can provide reference for the Chinese government, industry associations and electromechanical export enterprises across the technical barriers to trade, help to improve the trade protection policy system in China, promoting China’s export of electromechanical products trade, promote the structure optimization of mechanical and electrical industry.
