Since China’s accession to the WTO,the scale of China’s exports of electrical and mechanical products and the proportion of exports have shown a year-on-year increase,gradually developing into a pillar industry for China’s national economic development and becoming an important driving force for China’s international trade development and economic take-off.The increasing export value of electromechanical products has played an irreplaceable role in maintaining China’s balance of payments,promoting the sustained,healthy and stable development of the domestic economy and easing the pressure on domestic employment.With the loss of China’s traditional competitive advantages such as low labour costs and the restructuring of the global value chain,Chinese electromechanical products are bound to face more intense international competition in the international market.The ability to sustain the international competitiveness of Chinese electromechanical products and to retain and expand the export share of Chinese electromechanical products is of great practical significance to the sustainable,stable and healthy development of the national economy.Today’s international community is undergoing the biggest change in a century,coupled with the impact of the new crown pneumonia,trade protectionism is on the rise.At the same time,the role of tariffs and traditional non-tariff barriers often play subject to a series of cooperation agreements signed by countries around the world in the process of globalisation,hidden and highly complex technical barriers to trade are increasingly valued by developed countries,and have gradually become the main means of protecting their markets in developed countries and regions.There are more technical influences on electromechanical products,which have led to a great impact on China’s electromechanical products as they are often subject to TBT.This paper firstly analyses the preliminary investigation of the effect of TBT on China’s exports of electromechanical products from a theoretical perspective;and divides electromechanical products into low value-added electromechanical products and high value-added electromechanical products from the perspective of product heterogeneity,and further analyses and studies whether there are differences in the effects of TBT on different types of products.Secondly,the current export situation of China’s electromechanical products and the related technical barriers to trade faced by them are analysed from three perspectives:export scale,export structure and export market.Based on the above analysis,it is suggested that there are problems such as the concentration of export destination countries,low value-added products and the impact of the financial crisis on China’s exports of mechanical and electrical products.In order to further refine the study of the impact of TBT on China’s exports of different value-added types of electromechanical products,this paper selects some developed countries as the main target of investigation,uses the panel data of China’s exports of electromechanical products to some developed countries during 2008-2021,and analyses the relationship between the export value of China’s electromechanical products and the economic scale of some developed countries,the number of TBT notifications by countries,and the export value of each country on the basis of expanding the trade gravity model.the number of TBT notifications,the trade openness of each country and other indicators.A broad classification of China’s exported electromechanical products was made through HS dichotomy and empirically tested using the trade gravity model.The empirical results show that technical barriers to trade in developed countries have less impact on high value-added exported electromechanical products and lower value-added products are more sensitive to them.Based on the findings,this paper puts forward targeted suggestions from the government,industry associations and enterprises to improve the government’s response mechanism to TBT,actively participate in the revision of relevant international and domestic technical regulations,innovation-driven development,improve the technological content of electromechanical products,and focus on the protection of independent brands and independent intellectual property right.
