The Impacts Of Technical Barriers To Trade On China’s Mechanical And Electronic Products Exports

The world trade organization (WTO) was established in1995, the export trade led to the export of mechanical and electrical products of our country. The ministry of commerce website data showed that China’s exports of mechanical and electronic products were more than textiles for the first time in1995, and the export value is about43.86billion dollars, more than300billion dollars in2004, the world’s ranking rose to the fourth, China’s export value of mechanical and electronic products is more than Japan for the first time in2006, ranking rose to the third in the world, our country became second largest exporter of machinery and electronic products of the world’s in2008, second only to Germany, in2009China’s exports of mechanical and electronic products led to Germany for the first time, ranked first in the world, and keep the world’s largest exporter of mechanical and electronic products, mechanical and electrical products export value reached1.17942trillion dollars in2012. The proportion that Mechanical and electrical products export divided by China’s foreign trade is rose from29.5%in1995to57.6%in2012, the proportion that divided by the total exports of mechanical and electronic products in the world rose from1.7%in1995to15.5%in2012. But we should also see that our country’s exports of mechanical and electrical products is growing, the popularity of technical barriers to trade has also brought huge losses to China. Especially in2008, after the outbreak of world financial crisis, the global economy slow down, each country was for the sake of rapid recovery in economy, mostly adopt measures to boost domestic demand and restrict import. In order to protect their own trade and promote the development of domestic economy, technical barriers to trade as a main form constantly get the favour of most countries. Obviously, mechanical and electrical products as the main products of our foreign trade is influenced by technical barriers to trade. In view of the huge losses that the foreign countries have brought by frequently set technical barriers to trade in the export of mechanical and electrical products, this paper analyzes the specific impacts on mechanical and electrical products export of our country by technical barriers to trade, hoping to give some advice for the exports of mechanical and electrical products trade in our country.This article is divided into six chapters:the first chapter is introduction which puts forward the background and significance, literature review home and abroad, research logic and methods, the structure and the main content, and the innovation of the article. The second chapter shows the current situation of our country’s mechanical and electrical products export from the export value of mechanical and electrical products and export market, laying the foundation for the analysis of the cause why Chinese mechanical and electrical products export met with technical barriers to trade frequently. The third chapter firstly analyzes the current situation of technical barriers to trade that we met with. Then,the paper analyzes the cause why the mechanical and electrical products export has been subjected to the technical barriers to trade by following aspect:the net export value, export market, export structure and export way.The fourth chapter analyzes the international competitiveness of China’s mechanical and electrical products by international market share, trade competitiveness index and revealed comparative advantage index, which shows that the international competitiveness is still not strong. This shows the cause why Chinese mechanical and electrical products export has been subjected to the technical barriers to trade by another way. The fifth chapter which analyzes the short-term and long-term effect that technical barriers to trade brought to Chinese mechanical and electrical products export by local equilibrium analysis methods. Then, this paper analyzes the specific influence, it suggests that technical barriers to trade can bring a negative effect on Chinese mechanical and electrical products export:the value of mechanical and electronic products export will be reduced by about0.047%with one percent increase of TBT notification. The last chapter is the conclusion and suggestion, the proposals are put forward from the aspects of government, industry associations and enterprises.
