Study On Transfer Of Agricultural Surplus Labor In The Process Of Transfer Of Rural Land

Land and labor force are two basic factors of production to create wealth, the promotion of production efficiency is of great significance for the increasing income of farmers and rural economic development. At present, the circulation of farm land and transfer of surplus agricultural labor force is happening in China's rural, its direct effect is to maximize efficiency through the free flow of resource. However, currently, the rural land and labor force did not achieve fully flow. In this paper, at the background of agricultural land and surplus labor force are transferring at the same time, from perspective of the land transfer to explore the transfer of and the relationship between them. Hope to provide reference for the realization of good interaction between the transfer of agricultural land surplus agricultural labor force.The first chapter contents the research background and significance, current research status, the research method, content and logical structure. Chapters two and three respectively, discussed the characteristics of agricultural land and agricultural surplus labor transfer, models, problems and the factors analysis that hinder its process. The problem in land transfer also constitute a impeding factors of transfer of surplus agricultural labor force, such as land transfer system is imperfect, workers with lower educational levels. Chapter four contents the drive mechanism of the transfer of agricultural surplus labor, including economics, land transfer, psychology, and sociology. It promotes the transfer of surplus agricultural labor through four aspects, which is improving agricultural productivity, weakening the security function of land, reduce transfer costs and increase revenue and improve the external environment. Chapter five uses econometric methods to make regression analysis of the relationship between agricultural land transfer and of agricultural surplus labor transfer. Meanwhile, select Chongqing City to make specific analysis of relations between land and surplus agricultural labor transfer. Chapter six give five proposals on the realization of free flow between agricultural land and surplus agricultural labor force, including institution building, education and training, development of rural economy and urbanization, the government's guidance and services. Chapter VII is the conclusions of this article, innovation and shortcomings are discussed. The current task of agricultural surplus labor transfer in China is still very arduous, land transfer system also needs improvement. Land transfer and the transfer of surplus agricultural labor force has a high correlation, the correlation coefficient was 0.876. Without considering other factors, as the rural migrant workers increased by 1 million, the circulation of farmland will increase 0.66 million mu; as the agricultural land transfer increase 1 million mu, the transfer of rural labor force will increase 1.67 million. Namely, to promote the common development of one or both, can cause changes in both areas, so the two aspects should be considered together in practice.
