State-owned enterprises is the base composition of the national economy, and the largestate-owned groups is more important. A group is a large state-owned group in our country,which caused lots of problems in its developping process, as a result of the limition ofeconomic conditions and lack of rationality and development planning.This requires the Agroup must adjust development strategy, establish a highly efficient, flexible, rapid responseof the organization structure, and the flat organizational structure is in line with the currentrequirements of the development of the A group. The A group were also part of the pilot,and achieved certain results. Flattening reform feasible, therefore, this article is based on theactual business, combined with modular management, process reengineering, division andother related management idea, trying through in-depth, comprehensive implementation ofFlattening Reform, helping the A group to improve the enterprise’s decision-making powerand executive power, the establishment of the market changes quickly and the correspondingmechanism and efficient production transformation flexibility, so as to improve businessefficiency and profit.This article expounds the background and research significance of the topic, we haveresearched the management status of large enterprise and investigated the study of flatmanagement at now. Base on the research of the flat management, we have discussed theconnotation, the feature and the function of the glat organization. And to formulate thecorresponding solutions to these problems:The first, the Flat management reform pilot due to small scope and limitations, is easyto implement rectification measures, but the full implementation of the process of FlatteningReform, due to a wide range, the group so large scale had become a difficult problem fordeepening the reform, only by simple flat management measures seems difficult to solve.This paper will fit modular management into organizational Flattening Reform, Through theestablishment of a modular system to realize the flattening of organizational structure.Meantime, In the process of cuting down the intermediate level, using the theory of businessprocess reengineering, re combing unction of organization, to construct the new reasonableframework of organization.The second, after the establishment of the modular organization structure, There are two problems in the managemen of A groups’ subordinate enterprises, homogeneous crossbusiness and low quality services. In this paper, using process reengineering andestablishment of the mechanism of balance in operational research, solving the problemsAt last, from the elimination of the malignant competition and the establishment of abenign competition. Finally, Due to the expansion of the Flattening Reform scale, it isdifficult to ignore the Performance appraisal differences caused by the difference of theenterprise nature and regions, The unfair distribution mechanism of applying the salarysystem would cause enormous negative effect. In this paper, on the use of the FlatteningReform combining relevant management mode of business department, establishing abenchmarking management system With differences in factors, to realizethe fairness ofperformance appraisal.It was a great topic to push the flat management reforms in large State-ownedenterprises, and limitid to our ability and time, we only have discussed a few problemswhich seemed more important for the large State-owned enterprises like A groups. We hopethat our research could help these large State-owned enterprises in pushing the managementreforms.
