China CD Engineering Co., Ltd. (hereinafter referred to as CD) is a state-owned engineering company. Through 50 years’hard work, it has grown up into an integrated EPC-service international engineering corporation mainly engaged in the engineering design activities. Its business covers the sectors of chemical, power generation, light industry and architecture, etc. In resent years, along with the development of company, projects increasing, and products multiplying, the organizational structure and professional management of secondary division begin to appear unfitted. This pushes us to take more consideration in production management, human resources management, and performance appraisal. Instrument Division as the company’s secondary sector is responsible for the technical work involving the technical scheme and technical executing of instrument detection and process control, for instrumentation design and technology development of the responsibilities.Under the guidance of the Organizational Structure Theory and Performance Appraisal Theory, based on the existing case in specialized division of the international engineering corporations, this paper recommends that a new specialized division of instrumentation can be found with segmentation of Control group and Instrument group setting. This approach can enhance human resource utilization efficiency and technology development results. In the meantime, it will help to solve the existing problems and keep the company’s long-term development. In addition, the article integrates the characteristics of the task and the characteristics of professional and technical personnel and designs a performance appraisal program for the new Instrument Division, so as to provide a scientific basis for upgrading in an overall manner professional level, promoting technical progress and strengthening personnel motivation and compensation management.This paper consists of six parts:At the beginning of this paper is introductory part that involves the research questions, research significance, the basic ideas and logical structure, the theoretical tools and research methods.Chapter one is the theoretical foundation of this paper. This section expounds the organizational structure theory, project management theory and performance evaluation theory.Chapter two gives a brief introduction to the profile of the company and a detailed presentation of present status and development trend of the Instrument Division. Then, the paper analyzes the problems in management and production activities to determine the roof causes of the problems.Chapter three puts forward the readjustment proposals of the organization structure of the Instrument Division. With the adjustment of the organizational structure, the Instrument Division will reallocate the human resources and strengthen the specialized management.Chapter four is guided by company’s strategic development goals and combining the task characteristics with the ability requirements, the paper designs the new performance evaluation program for the Instrument Division from four sectors:overall manner professional level, specialty skill, man-hour, and extra contribution.The end is the evaluation and outlook of the reformed organizational structure and performance evaluation program, and the conclusions of this paper.
