After the 18th National Congress, China has entered the decisive stage of completing the building of a moderately prosperous society in all respects, so we need to continue to deepen economic and politics reform. Food and drug regulation system must reform to meet the increasingly severe food and drug safety situation, because it's an important aspect of a moderately prosperous society. The food and drug regulation system reform routing is tortuous, and it's still problematic even today. Especially there are more prominent problems in grass-roots unit reform, and it directly faces to the public, so it's more worthy to study and grasp the real governance reform reasonable direction.This paper researches into food and drug regulation system reforms of Qilin district in Qujing. It focuses on the problems from the food and drug regulatory system reforms in Qilin, especially on the most recent "three in one" mechanism merging. These problems are analyzed by means of holistic governance theory, government regulation theory as the theoretical basis in this paper. As well it reference to the food and drug regulatory experiences from developed areas aboard such as USA, Europe and Japan. It also gets some useful messages from food and drug regulatory system reform in developed domestic areas. And then this paper proposes some reasonable path to complete the reforming path in future. The thesis partially deployed from the following five parts.The preface describes the background and significance of this research, and the review of domestic and foreign documents. It also introduces methods, theories and concepts. The first chapter introduces some concepts of the reform, and then summarizes the main content of the reform and relationship about the concepts. The second chapter analyses Qilin District food and drug reforms via three aspects——the policy requirements for reform at the national level, the practical regulatory problems and reform goal orientation. The third chapter analyzes the twice time reforms in Qilin District since the consolidation of food and drug functions in particular, it focuses on the practical situation of "three in one" reform. The forth chapter focuses on Qilin food and drug regulatory reforms situation to find the perennial problems and orientation divation as well as the factors. The fifth chapter summarizes the experiences learned from food and drug regulatory in Europe, Japan and other developed countries and other developed areas in China. Chapter six presents a resonable goal-oriented of reform and some ways to improve it.
