Along with the domestic economic situation changes rapidly and the electricity industry deepens the reform, electricity power enterprises are faced with multiple tests, such as environmental protection, safety production, cost control, especially small thermal power enterprises. To stand out in the fierce competition, small thermal power enterprises must take effective measures to improve enterprise’s operating capacity and gain the competitive advantage. The human resource has been playing a more and more important role in the enterprise management. Performance management is the core of human resource management, which is closely related with the whole staff. The role of performance management is to decompose the strategic goals, motivate the staff self-improvement, guide the staff positively to conduct the business in accordance with the enterprise strategy and promote the development of the enterpriseBased on the theory of performance management, this paper described methods and processes of performance management. Then, it analyzed how to operate performance management in Lingzhou power plant and did the survey about the employee satisfaction. At the same time, according to the detailed study, it found out the problem of performance management. At last, the paper redesigned performance evaluation and make recommendations for the implementation of the performance management system with a variety of performance management methods. The purpose of this paper is to build a normative performance management platform for Lingzhou power plant, which is to enhance the level of power plant’s internal control and promote the sustained and steady development of the power plant.
