In recent years, with the rapid development of computer hardware and software technology, national economy continued to increase steadily, electric power enterprises in order to adapt to the social development speed, better for national construction, social development and people's life to provide quality service, the State Grid Corporation proposed construction of three sets of five new enterprise policy, namely real pedestrian, property, set the intensive management, establishing the system of "big operation", "production" system, overhaul system, planning system and marketing system. In order to improve the overall level of development of the State Grid Corporation, to accelerate the transformation of the way of development of national grid company, improve staff quality, strengthen the full labor discipline, the whole management level of the State Grid Corporation of promotion. Performance management has become a power enterprise strategic development goals, improve enterprise performance management, the company gradually attracted the attention of leaders at all levels. Currently, there are many problems in the performance management of power supply enterprises in China, mainly in the management in the form of a simple, performance standard is difficult to grasp and work efficiency low problem, these problems seriously hindered the China power supply enterprises healthy and orderly development. In order to realize the proposed by State Grid Corporation of performance management of fine, standard standardization and goal, to improve the efficiency of performance management in the county power supply enterprise, the development of a suitable for county-level power supply enterprise performance management performance management system software has become the county power supply enterprise urgent need to solve the problem.The main research content of this paper is: through access to a large number of domestic and foreign literatures about performance management, based on the related research achievements, the establishment of a research method. According to the characteristics of the management of the rural power enterprises and today's economic and social development of rural power enterprise performance management put forward new requirements, further elaborated the rural power enterprise performance management information system functional properties and rural enterprises to establish a scientific performance management information system software of necessity. According to the environment characteristics of SH Suburban Rural Power Bureau, the analysis of the function of the software design and use of, the working process and characteristics of SH suburban rural conducted in-depth study and establish software development and research direction. SH Suburb Rural Power Bureau performance management information system requirements analysis and architecture design, system software and hardware platform architecture, the system function module design, data transmission flow design, design of system and environment, the security of the system and interface expansion design, and through software programming technology and database building technology to realize the system design. To test the operation data and reliability of the software, to evaluate the stability of the system and to reduce the risk of the operation of the software. In order to improve the level of county power supply enterprise performance management and ensure healthy and sustainable development of Suburban Rural Power Bureau of SH provides scientific basis of theory and practice.
