With gradual completion of the economic system of market of our country and the deepening gradually of electric system reform, and the market environment that Chinese enterprises face becomes more and more complicated .it is of great contemporary importance that how to meet the needs of new change and the new situation, and grasp the key issues of human resource development and management, and how to build up a scientific and rational assessment system for performance suitable for the enterprise's reality, in order to Improve the quality of the human resources in enterprises ,release the initiative of all staff, and increase the competitiveness of the enterprise. The human resources is " first resources " of enterprises, is tools that enterprises obtained the competition advantages, while the performance management is the core of manpower resources management. The focal point of the performance management lies in making outstanding staff become key competitiveness of enterprises, and obtaining, leading and developing them at the same time. So the enterprises only set up and perfect science, fair performance management system, and put into practice, could make enterprises obtain the competition advantage. Having carefully studied and summarized the theory of performance appraisal, the author of this article conscientiously analyzed the current state and situation of Han Chuan Power Plant (HCPP), finds out the main problem for old performance appraisal system is: the setting of performance index worked as the base of performance management is divorced from the operations objective of HCPP, the strategy function of performance management can not perform well, and the execution result of the existing performance management system is worse and worse, so the revision of the existing and unreasonable performance management system is imperative. Meanwhile, this text puts the actual conditions of HCPP into consideration, and uses the method of the balance score card to resolve to the strategy of the power plant, then uses the key performance index to rebuild performance index system of every department and the staff in the enterprise, at the end, gets a whole set of new performance management systems which is suitable for the actual conditions of HCPP, which includes organization target, planning, implementation, assessment, and response of performance management.
