| In recent years,the model of land consolidation has gradually changed from increasing the number of cultivated land and changing the traditional agricultural farming methods to the regional comprehensive government in China.With the extension of the connotation of land consolidation,the Whole-region comprehensive land consolidation emerged as the times require under the policy background of Multi-planning united.In China,Whole-region comprehensive land consolidation still stay on the initial stage,and it adopt a single government implementation mode.In practice,there are problems such as lack of project funds,limited public participation and poor cooperation between departments.In order to promote the development of Whole-region comprehensive land consolidation,various localities are also constantly exploring new consolidation modes.In 2020,the Ministry of Natural Resources issued the Notice on Further making preparation for the pilot project of Whole-region comprehensive land consolidation,and emphasized on “establishing a working mechanism featuring government leadership,departmental coordination,upper and lower linkage and public participation”,which provides a policy basis for diversified subjects to participate in Whole-region comprehensive land consolidation.Based on this,this paper puts forward the mode of collaborative governance of Whole-region comprehensive land consolidation.From the perspective of multi-subject collaboration,this paper explores the influencing factors of the effect of collaborative governance of Whole-region comprehensive land consolidation on basis of the “subject-relationship-interaction-collaboration” four-dimensional collaborative governance model,and tests the formation path of collaborative governance effect through empirical research,In order to provide the corresponding reference for improving the multi-subject collaborative governance mode of the Whole-region comprehensive land consolidation.Based on the existing research background and related literature research,this paper combined collaborative governance theory,network governance theory,resource dependence theory with “subject-relationship-interaction-collaboration” four-dimensional collaborative governance analysis framework to analyze the collaborative factors and effects from the four aspects of subject characteristics,relationship quality,subject interaction and collaborative governance effect in Whole-region comprehensive land consolidation,applied the structural equation model to verify the function pathway between the collaborative factors and the effects,so as to analyze the key impact factor of collaborative effect.The conclusion are as follows:(1)The mode of collaborative governance of Whole-region comprehensive land consolidation includes three core stakeholders: government,enterprise and social subject,government subjects include county government and related functional departments and township government;enterprise subjects include agricultural industrialization enterprises and project construction enterprises;social subjects include rural collective organizations and peasant households(2)The concept model of multi-subject collaborative governance of Whole-region comprehensive land consolidation consists of four variables: subject collaborative characteristics,collaborative relationship,subject interaction and collaborative effect.The characteristic of subject collaboration is the premise of forming collaborative relationship.Good relationship coordination can promote the interaction of various subjects,and high-level subject interaction can improve the effect of collaborative governance(3)The collaborative characteristics of subject is the logical starting point of collaborative governance,including the resource complementary and collaboration consensus.The complementary advantages of governance resources and the consensus on collaborative concept and cooperation goal are the basis of establishing collaborative relationship.Resource complementary has a stronger powerful interpretation for subject characteristics.Therefore,the government should actively guide the new business entities with different resource advantages to participate in the project construction and operation,and give full play to the collaborative effect of resources in the Whole-region comprehensive land consolidation.(4)Collaborative relationship is the basis of the subject interaction.In the Whole-region comprehensive land consolidation,the subject collaborative relationship is manifested as the reciprocal dependence and the trust relationship,and the trust relationship plays a key role in the process of promoting the subject interaction for the relationship quality.Therefore,the good trust atmosphere should be actively cultivated to improve the degree of information communication,interest coordination and joint action in Whole-region comprehensive land consolidation.(5)Subject interaction is the key to effectively improve the effect of collaborative governance.The interaction forms include information communication,interest coordination and joint resource input.The information communication and interest coordination have a great impact on improving the collaborative effect.Therefore,the interest integration mechanism and information disclosure system should be established to ensure the transparency of project operation in the comprehensive land consolidation,to promote various subjects to solve differences of interests,and reach joint and concerted action.Based on the research conclusion,in order to promote the government,enterprises and social subjects to actively participate in the comprehensive improvement of land,the following policy suggestions of optimizing multi-subject collaborative governance mode are put forward: First,service-oriented government reform should be promoted to change traditional government role,and the resource advantages of different subjects should be given full play to reduce governance costs and improve project implementation efficiency.Secondly,the government should cultivate a culture of trust based on consensus and restrain the self-interest behavior of enterprises.Thirdly,interest integration mechanism should be established to coordinate interest preferences of multiple subjects,Whole-region Comprehensive Land Consolidation policies and regulations should be improved to provide legal basis for solving conflicts of interests of stakeholders,and protect the legitimate rights and interests of participants. |
