The Research On Function Optimization About Monetary Credit Management Of The Branch Of People’s Bank Of China Under The New Situation

Since the third plenary session of the 18th Party Congress proposed the concept of national governance system, the financial sector’s discussion about perfecting the financial governance system go further. At the present stage, China’s financial governance system can be divided into macro financial management and local financial management. Macro financial governance system insist separate operation and supervised respectively, mainly presents by "PBC, CBRC, CSRC, CIRC" governance structure. Local offices of financial management is mainly composed of dispatched office of macro financial management and financial management of local government. Among them, the dispatched office of the people’s bank of China is mainly responsible for local currency credit management.The Branch Of People’s Bank of China performance of money and credit management function has great significance. It is not only the national macro financial governance and the embodiment of the functions of the central bank adjusted, also reflects the current local financial governance structure, as well as the "new normal" economy of grassroots central bank under the new requirements. From the aspect of establishment and improvement the local financial governance system, this paper first discusses the grass-roots central role in local financial governance, financial governance and local related since the boundaries of the various functional departments; Then analyze internal and external problems of the grassroots central bank money and credit management, and draw lessons from foreign experience in monetary credit management in a grassroots central bank, finally clarify primary-level monetary credit management function under the new situation, and put forward plans and measures for improvement.This dissertation gives seven optimization Suggestions to strengthen and improve grassroots central bank money and credit management function,mainly includes the building of grassroots central bank money and credit management system framework, reorganize the central bank branch division structure, improvement of the local financial governance system, the financial market infrastructure system, promote regional financial ecological environment construction, development of regional financial crisis management plan, establishment of the evaluation index system of the primary effect of central bank monetary credit management.
