With the rapid development of international trade, the domestic and international economic environment changes day by day, the trade friction become more and more intensified, so that domestic and foreign commercial banks compete with each other to occupy the limited resources in Gan Su province. The maintenance of the existing financial resources depend on having technical and talent advantages, which is important to ensure the financial stability and orderly development of GanSu. Facing the increasingly complex competitive situation, the People’s Bank of China LanZhou sub-branch should deal with the issues of financial service, financial regulation and multi-talent cultivation.Human resource is the core resource of the modern enterprise competition, which have the character of unique, scarcity, incremental and sociality. With the rapid development of modern technology, human resources create more and more social value so that society development depend on human resources increasingly.Due to the poor natural environment and low labor payment in gansu province, it is difficult to attract and keep the top financial talents, which requires the financial institutions in gansu province developing its own senior talents and retaining the talents. So the People’s Bank of China LanZhou sub-branch must recruit and train their personnel under the existing system by using the advanced technology of human resources management to form the reserves system and enrich the talent reserve. Through the scientific means such as salary incentive, performance evaluation, creating the encouragement and motivation opportunity. By cultivating comprehensive talents system, building a scientific, perfect and effective management system to prevent and control risks and provide a foundation for rapid development of economy of GanSu province.Based on the process, form and characteristics of human resource management theory, this thesis mainly focus on the analysis of the current situation, problems and reasons of the existing human resource management in LanZhou branch. From the points of organization and management system construction, human resources planning, service for gansu economy and the financial risk control, giving the targeted suggestions on human resource management of LanZhou branch.
