In recent years, along with government agencies to adjust, reform ofgovernment functions and personnel systems, human resources development andmanagement in the public sector has gradually become one of the hot issuesadministrative studies. Through good incentives to attract and retain talent, stimulatethe vitality of talent is the key to public sector human resource management. People’sBank of China, as China ’s central bank, the dual attributes of both nationalauthorities and specialized financial institutions, is a special public sector. How toattract and retain the best talent engaged in the work of the central bank to stimulatethe enthusiasm of employees, improve employee satisfaction and work efficiency isan important part of China’s central bank human resources development andmanagement.In this paper, the incentive theory applied to the central bank as a special publicsector, to a more comprehensive perspective employees incentive mechanism ofCentral Bank of china. Introduced the research situation of the people’s Bank of ChinaWuhan Branch and employee incentive status, were investigated by means ofquestionnaire survey, the incentive status, data analysis and in-depth interviews toWuhan Branch, put forward on the basis of Wuhan Branch in staff motivation hasthree main issues, are as follows: value orientation is unclear, the salary system is notperfect, single means of encouragement. According to the survey results, the third partfocuses on how to construct the unique Wuhan Branch incentive mechanism to dealwith these problems. Author Wuhan Branch incentive mechanism should include thecompensation system, evaluation system, qualification system, integral, with staff exit,education and training and honor incentive.Wuhan Branch of People’s Bank of China is located in the central region of Chinaas a financial institution, conduct their research incentives, on the one hand toprovide some ideas and operational methods of the People’s Bank of China humanresource management, on the other hand, can point to an area, the This paperdeveloped a number of regularities and universal approach to promote andtransplanted to other branches of the People’s Bank of China to provide a referencefor the design of the other line staff incentives.
