With the Reform and Opening, the anti-money laundering Work of China still carryon,which adapting the international anti-money laundering situation.《People’s Republic ofChina The law of The People’s Bank of China》 Revised by the end of2003,clearly provides"guidance, deploy anti-money laundering financial sector, responsible for monitoringanti-money laundering funds" is one of the responsibilities of the People’s Bank of China. Inmodern, the measures of money laundering are various, the money laundering criminalslaunder through financial institutions. Meanwhile, financial institutions develop fast with theeconomy, how to ensure that financial institutions run compliance has become an importantresearch topic regulatory agencies. Performance Evaluation of Anti-Money Laundering is animportant regulatory controls by the People’s Bank of China,it play an important part on therun and carrying out its statutory duties of financial institutions.Since2008, The People’s Bank of China Yangjiang Sub-Branch began to set up theperformance evaluation mechanism of the financial institution anti-money laundering workstep by step,the mechanism is practiced and improved.This paper uses Yangjiang facilityfinancial institutions’ anti-money laundering practice of performance evaluation by ThePeople’s Bank of China Yangjiang Sub-Branch as an example,summarizes the approachsuch as anti-money laundering performance evaluation system, mechanism, and the resultsusing,which make improvements like:promoting financial institutions’ internal control,improving the level of anti-money laundering work, improving the ability to prevent moneylaundering risks, etc.This paper discusses by the perspective of public management, combined with Chineseand foreign research present situation, performance management theory, the resultsmanagement theory, uses the literature research, interview method, questionnaireinvestigation and empirical research method, found that the existing anti-money launderingperformance evaluation mainly exists three aspects problems:1.the anti-money launderingperformance evaluation system is not perfect, including evaluation indicators are not wellaccord with the current regulatory requirements, evaluation content is not widespread,evaluation process is not absolutely reasonable, disciplinary and incentive mechanism are miss, etc;2.the anti-money laundering performance evaluation instigate process has someweakness, including contradiction in the evaluation, difficult to ensure the evaluationobjectively;3.the result oriented is unclear, including the ranking of anti-money launderingperformance evaluation is payed too much attention, or the results of performanceevaluation of anti-money laundering is ignored, etc.In order to solve the problems of anti-money laundering performance evaluation, thispaper combined with work reality, draw lessons from foreign advanced experience, and putforward feasible countermeasures and suggestions, in the modification of anti-moneylaundering performance evaluation indicators and weights is proposed to increase the newassessment index, increase the proportion of client identification work assessment, establishcorresponding punishment and incentive mechanism, in the refinement of anti-moneylaundering evaluation criteria proposed to distinguish the industry and the evaluation of theinstitutional investor, the actual and authority of the distinction between financial institutions,establish a benchmark score evaluation, in strengthening anti-money laundering guidanceaspect of performance evaluation results, puts forward the implementing anti-moneylaundering performance evaluation rating criteria, intensify supervision and punishment toachieve, to further improve the level of anti-money laundering work of financial institutions.
