The Reseach On Financial Budget System Of The People’s Bank Of China

The People’s Bank of China is the Central Bank of People’s Republic of China,one of the components of the State Council. It belongs to the State administrativeorgans, performing the functions of Central Bank. As the country’s Central Bank, itsresponsibility is to formulate and implement monetary policy, provide the financialservices, dissolve the financial risks, maintain the stability of the financial, andstrengthen the financial regulation.With the needs of its business and duties in recent years, as the increment of newfinancial stability, credit management, the function of social service responsibilities, itappeared multiple budget of the financial management, weakening of the budget oftenhappened. Budget execution arbitrarily large, occupy, misappropriate, transfer fundsand other phenomena often occurs.Through the analysis of current financial budget management system of thecentral bank, in reference to the successful experience of foreign central banksfinancial budget management, puts forward some suggestions on improving thesystem of financial budget management: firstly, the current system of financial budgetand the regulations of the people’s Bank should be revised and improved; secondly,the mode of financial budget management in accordance with the people’s Bank of theactual research should be developed; thirdly, the people’s Bank of features of thefinancial budget standard should be formulated; fourth, the external supervision on thepeople’s Bank of the financial budget should be strengthened; finaly, furtherrationalize the System of people’s Bank should be deepen.
