In recent years, the world economic recovery is slowing down. And the domestic economy is facing downward pressure. Meanwhile, the shipping and shipbuilding are both overcapacity. The international shipbuilding competition will become increasingly brutal. JN Shipyard Group, large state-owned shipbuilding enterprises with nearly 150 years’history, to a certain extent, controls the direction of the development of the Chinese shipbuilding industry. At this critical period, JN Shipyard Group must be accurately judged, calmly, early planning, to seize opportunities and grasp the initiative.At the same time, China’s shipbuilding companies are in the period of transition from extensive shipbuilding mode to modern, digital shipbuilding mode. As a century-old shipyard, a high proportion of the management staff is traditional Technology-based. It is difficult for them to deal with the restructuring of the enterprise. Therefore, the structure of knowledge of the JN shipyard group’s management staff is needed to be upgrade. And to create a management team with superior skills, experience, the transformation consciousness and ability to solve the problem of the increasing importance and urgency of management staff’s capacity building.The research is started in order to solve this problem. By means of analysis on training files and of questionnaire survey, the problems existed in training of JN Shipyard Group, especially in the design of training courses are being found. In order to deal with the problem, we need to determine the competency status and possible problems with the gap between the standard of competence. Therefore, the competency model is introduced, and later the competency model of different management positions in JN Shipyard Group is constructed on the basis of questionnaire survey and behavior event interview.This paper focuses on curriculum design and construction of the curriculum system based on the competency model. Meanwhile, in view of the fact that the majority of enterprises or industries may difficult to inherit and develop the core knowledge and lack of modern means of knowledge management, the research is conducted with internal trainers team’s building and online classes as the critical strategies to study.
