Affected by the impacts of2008’s global financial crisis and following European debt crisis, the international shipping industry has been deeply influenced and remaining in recession, so does the co-related industry:ship building and repairing industry (especially the ship repairing industry). Company H is a typical enterprise of ship repairing, driving by depressed market and the rising costs, the company shifts the strategic focus to human resources factors. Building strategic HRM system which based on competencies is the core item of human resource strategy for Company H in the period of strategic transformation, and expecting to realize the strategic goal through establishing the competency model for the SRM (Ship Repairing Manager, who play important roles in Company H) in this essay. Different from classical methods of competency modeling which only depending on BEI (Behavioral Event Interview), this essay applied a combination of qualitative and quantitative means. Through the application of the tools including files and literature analysis, interview, adjusted BEI, questionnaire survey, and SPSS16.0which to analyze the data to get the conceptual model of SRM. The conceptual model is made up of3clusters,12competencies, that is Confidence and Flexibility (Confident, Willing to Deal with Challenges, Doubting, Flexible), Organization Improvement (Realizing the Organization, Analyzing the Organization, Promoting Improvement, Controlling), and Organizational Commitment (Loyal, Willing to Sacrifice Selfish, Mission-droved, Vision-droved). Then aided by the professional software YAAHP6.0, by means of AHP, the author pointed out weighted coefficients of modeling clusters and various competencies, which convenience the application of the model. Finally, the author applied the competency model with detailed weighted coefficients to the internal recruitment of SRM, and obtained good effects, which proved that the model is effective and practicable.
