With the issuance of3G licenses, the competition among the three majoroperators in the domestic telecommunications industry is escalating andgaining intensity, while higher requirement have been posed for theconstruction of informatization in China. Against such backdrop, theimportance of obtaining and retaining of the core talents, the Group projectmanagers, has been highlighted in the competition, and how to trainemployees into qualified project managers has been a focus of attention in thetelecommunications industry. As a new type of HR analysis technique,competency model is used to identify the skills, knowledge and personalitiesrequired for a certain job. Competency is an indispensable factor of anenterprise’s success. This project establishes the performance indicators for specific job postsbased on the study of competency model and tailored to the jobresponsibilities of project managers in telecommunications industry. Also, theproject analyzes selected samples of the criterion, collects data about thecompetence characteristics by using a variety of research methods to captureand refine the key elements of the qualities with a view to developing thecompetency model for project managers in telecommunications industry.Meanwhile, the training curriculum for project managers is established withrespect to training goals and requirements as well as the model and theknowledge points of the competency. The establishment and study of thistraining system is significant to the cultivation of the project managers withcomprehensive qualities in telecommunication industry, as well as theevolution of social informatization.
