Analysis On NGO’s Role In China’s Food Safety Supervision System

Food safety is the paramount concern of people’s wellbeing asit has overall impact on human livelihood. It is clearly stated inNational Food Safety Regulatory System of the12th Five-year Planthat, the government shall guide with policies and inspireenterprises, industrial associates, media and the public toproactively participate in food safety supervision. NGO never targetsat political claims or economic gains. The volunteering spirit endowsit with natural advantages over governments and markets tointegrate social resources achieve interaction and communicationsamong different social walks and respond crisis events.After reviewing massive documents, the author makes atheoretical analysis on the necessity and feasibility of NGO‘sinvolvement in food safety supervision, by exploiting governmentfailure theory, market failure theory, dynamic social contract theoryand global governance theory. Then how domestic NGOs work in food safety supervision is introduced, including problems anddilemma encountered such as long food safety chain, complicateemployment level, many supervision departments withoutinteraction and communication, single supervisory means and evenexistence of “rent-seeking” behavior. Hence, the government shalldelegate the social forces to participate in food safety supervisionand governance. Based on current food NGO development and realinstance, combined with actual practices how professional NGOsbehave in such developed countries as Netherlands and Japan,feasibility of NGO’s involvement is elucidated.Finally four-in-one food safety supervision system is proposedwith government as dominant, market as base, NGOs as principalpart and social supervision as support. NGO’s role in this system,the problems and recommendations are analyzed. Under theglobalization background, it will be more perspective to study theunification of domestic and overseas food safety standards andexplore the cooperation among food related NGOs worldwide tosafeguard food safety.
