With the deepening of China’s economic system reform and development, state-ownedenterprises are facing increasingly fierce competition in the market. State owned enterprisesshould sound and rapid development in the current fierce competition in the market, weneed to carry on the effective management in the complex economic environment home andabroad, to improve its own core competitiveness. While the competitive factors ofemployees is the most important and core competitiveness. The business enterprise cansuccessfully establish and implement reasonable incentives, retain and attract talent,enthusiasm and initiative to maximize the mobilization of staff, improve staff performance,to become the enterprise whether can be the key to sustainable development andcompetitive advantage. Therefore, the establishment of enterprise employee performance isreasonable, effective evaluation system is very important for the survival and developmentof enterprises.This paper firstly introduces the basic concept of employee performance appraisal andperformance appraisal index design theories and methods, on this basis, through thequestionnaire, the evaluation index design staff performance evaluation and index system inthe north, lack of scientific methods and effective, orientation is not clear, index, indexoperation the difference of the specific investigation and analysis. Aiming at the actualproblem of North company, using performance appraisal index design theory and therelated research methods, puts forward the optimization design and the overall designmodel of performance appraisal index, structure of the evaluation index system isredesigned, and the company’s technical staff as an example the concrete index system. Thedesign of new employee index system of North company embodies the job main target andkey responsibilities as the guidance, follow the scientific method, so that the new index iscomprehensive, critical and effective, feasible index scouring. Finally, according to thepossible implementation of the performance appraisal index system of specific measures.Through the implementation of the new plan to resolve the basic problems of employeeperformance appraisal system of the company, and to improve internal management innorthern China, and more effective incentive employees play a very important role.
