| There are many drawbacks exist in project human resource management of thestate-owned enterprises, generally faced with stock shortage, slow increment,professional shortage. Aviation professional and technical personnel in thecmpositon of the total amount or structure can not meet the project’s long-termdevelopment needs. At present, the mechanism of absorption, training and takinggood use of talent are needed to be improved and perfected. Human resourcemanagement has become the main obstacle to the development of the enterprises.In this paper, the HR management of manufacturing center project, a jointventure founded by Hafei Group and Airbus (Hereinafter referred as KKHF) will betaken as an example. This paper mainly focused on the project fact, based on thetheory of project management, described in the aspects of human resourcemanagement system and organization framework, staff hiring and severance, staffdevelopment, appraisal and remuneration system construction. The major aim willbe the discussion of how to scientific and standardized the project managementmethods, combined with the actual project of international cooperation in order tostrengthen human resources management, and fully mobilize the enthusiasm ofpeople, adhere to the people, strengthen the incentive constraints. Ultimately ensureproject human resources to achieve the maximum effect.In this paper, firstly raiseded requirements to human resource which demandedby the project situation, details of the domestic and international human resourcemanagement research project status in Hafei, and then introduced the project,project human resource management mechanism design. Through the study ondifferent positions, designing staff hiring and the demission and replacementmethod of the temp, to set up a personnel evaluation system, a salary distributionsystem, and finally to conclude a summary.During the study of this paper, the author insists the method of integratingtheory with practice, practice-oriented principles. According to the project’s overallhuman resources management requirements, to organize and optimize the humanresource management followed time and modern methods. The project humanresource management should adapt to market conditions, changing concepts, theintroduction of successful experience, based on new understanding and practice. |
