In China's enterprises, SMEs is a very active group. Especially in IT industry, most of the enterprises are private-owned SMEs. These enterprises are flexible in systems. They developed rapidly and played an important role in development of IT industry. However, the SMEs in IT industry run into many problems at the same time, company management is a focus in these problems. Most of these internal management issues are related human resource management. Many enterprise's managers has a headache on how to attract people, retain people, use people and supervise people. This paper is aimed at such a common problem, and made a number of theoretical analysis and a useful exploration in human resources management.Based on the real case of human resources management consulting project of ZY Computer Company, The paper made a number of in-depth analyses in the problems in human resources management of the company, and proposed a complete program of rebuilding the performance appraisal and salary management system of the company. The paper concludes seven parts:The first part is introduction; witch mainly presents the development stage theory of the SMEs, and briefs the train of thought and structure of the paper.The second part describes the background of ZY Computer Company in detail, through this description of the background, the staff, the organizational structure of the company; readers can have a comprehensive and profound understanding to these various problems the computer company has encountered with in the rapidly developing.The third component is prepared for the reconstruction of the system. This part concerns on adjustment of the organizational structure of the company, and re-planning of the functions of the departments and posts.The fourth part produces the basic theories and methods of performance evaluation, and the reconstruction of performance evaluation system.The fifth part produces the basic theories and methods of salary management, and the reconstruction of salary management system.The Sixth part made some questionnaires for evaluating the new system.The Seventh part is the summary and enlightenment gained from the entire case.The author has conducted a lot of investigation and interviews, and accumulated a lot of first-hand information. This paper is based on this information, in accordance with the company's overall developing strategy, and used the theories and methods in organizational behavior, human resources management, proposed a complete solution of performance evaluation and salary management systems. The author hopes the experiences and programs from the case can play some roles in learning and reference in practices and research of the SMEs management.
