Study Of Agricultural Extension System Based On Higher Agricultural University

The problem of rural economy, rural development and rural demography is very important for social development and people's interests, and it has become the center of our party's work. To solve this problem well, the core is to increase farmer's income, decrease city-country difference and improve the life level of fanner, but the basic approach to realize the core is to quicken the development of agricultural science and technology. This produces a new require for the agricultural extension. Especially after the implementing of reform and open-up policy, a lot of changes have come into being in agricultural mechanism, such as the transition from traditional agricultural system to the modern agricultural system, the constitution of agricultural product and management pattern of the family contracts, the increase of technology connotation in agricultural product, the improvement of fanner's quality and the variation of farmer's life style. These remarkable changes increase the requirement for science and technology, which poses a serious challenge for existing agricultural extension system. So it is foremost to accelerate the reform of existing agricultural extension system and to create a new system. From all above considerations, this paper is focused on proposing a novel agricultural extension system supported by higher agricultural universities based on studying the evolvement, development, current situation and drawbacks of existing agricultural extension system and introducing advanced aspects of foreign agricultural extension experience. The proposed novel system will be of significant value for improving the efficiency of agricultural extension, promoting the development of agriculture and countryside and solving the problem of rural economy, rural development and rural demography.The main contents of paper are as follows: after the foreword, the state of the art and inner drawbacks of existing agricultural extension system areinvestigated. Subsequently foreign agricultural extension experience and itsenlightenment to our system are discussed. Then the necessity and feasible analysis, organizational form, operation mechanism and management style are discussed.By analyzing the state of the art of agricultural extension and investigating the inner problems of the existing agricultural extension system of our country, the basic approach to reform present agricultural extension system of our country is presented. Through summarizing and extracting the advanced experiences of foreign countries such as U.S.A. and Japan and combining them with actual conditions of our country, a higher agricultural universities-based agricultural extension system is proposed, and its effectiveness and feasibility are subsequently discussed in terms of the different aspects such as the variations of agriculture, countryside and farmer and the development of higher agricultural education, etc. In the end, an organizational system, consisting of insurance and instruction subsystem, popularization service subsystem and cooperation assistance subsystem, is formed, which provides a good way to study the operation mechanism taking cooperating as main characteristic and to present the management style combining vertical management with commercialized management. Thus a higher agricultural universities-based agricultural extension system is established successfully.
