With the development of market economy of China, market conditions continued to improve, expanding the scope of business competition, competition in the content in greater depth, our enterprises to enter the era of strategic competition. Construction enterprises in the national economy of traditional industries, is one of the pillar industries of China’s national economy, today’s construction enterprises are facing huge pressure of market competition.Enterprise development strategy is specified in response to significant changes in internal and external environment that may arise. Any business development strategy has a certain relevance and timeliness. Enterprises to grow and develop, we must develop enterprise development strategies, which is an important strategy of the relationship between corporate survival and development, and develop a strategic development plan in line with the actual situation can encourage enterprises to the development of faster and better.In this paper, combined with the actual situation in the study of domestic and international strategic management theory and research results on the basis of modern strategic management theory to guide corporate business strategy development and effective implementation. A construction company in Chongqing, the development status of the external environment, internal conditions for analysis, and SWOT analysis to dig out the problems and opportunities where enterprises; then build support system for the enterprise development strategy based on corporate strategic objectives; the same time, in order to ensure the effective implementation of the strategy, the implementation of measures and safeguards.
