| The national economic development and urban construction have been built upsteadily since the economic system reform in China, and the market environment of realestate is becoming mature, competitive and promtive. However, some social dislocationswere caused by the lopsided developing in real estate. Serial new policies wereformulated by the central and local government, such as the restriction on commericalproperties, the credit limit, ECT. Therefore, new changes were caused in the externalenvironment of the real estate. The competitions between estate companies have turnedout to be the contesting among the alliance of supply chain. In construction projects, thecost of materials and equipments could be accounted more than60percents of the totalcost. Meanwhile, the quality of the goods which were provides by the supplier iscritical for the quality of the construction. Hence, strengthening cooperation and strategypartner relationship between company and supplier are the fundamental trends for thedevelopment of real estate enterprise. Based on this, building a good suppliermeasurement system which could seek mutually beneficial and win for all is studied.In this paper, the development of the relationship between company andsupplier are reviewed and investigated. The characteristics of the evolution process ofcompany-supplier relationship are analyzed. Supplier evaluation index system under thenew circumstances is presented based on fully understanding the development of theindustry by interviewing industry experts. In this system, index is divided into twogroups: Qualification and Cooperation. The qualification includes competence, servicecapacity, technical and financial capability, and management efficiency. Cooperationincludes information service level and cooperation compatibility.The model of supplier evaluation system is established through full yquestionnaire survey and data statistics. Regression analysis was accomplished byusing SPSS. The result shows that the evaluation system in this paper covers most of theevaluating indicator, which indicates that a comprehensive evaluation system isestablished in the new environment. By studying the common evaluating method andconsidering the characteristics of the real estate, fuzzy evaluation method is adopted.And the comprehensive evaluation, which has the ability to overcome the shortcoming inconfirming the weighting coefficient, is achieved by combining the analytic hierarchyprocess (AHP) and fuzzy evaluation method (FEM). To assess the efficiency andapplicability of the system, an application is carried on in L Real Estate Company.Supplier evaluation system and assessment method proposed in this paper were applied, and expert evaluation and matrix weighting were carried on. Finally, by using theassessment system and evaluation method which were based on strategic cooperation,the supplier management of L recorded a marked improvement, which indicates that thisapproach is able to decrease the management complexity and suit the new economicenvironment. |
