While the economic globalization and knowledge economy becoming more deeper, the production and operation of the countries all over the world become more and more internationalized, developed countries setting up subsidiaries in China according to the cost and market consideration, the transnational operation of enterprises in the face of the different geographical environment, cultural background and competition situation, fierce competition has driven many enterprises actively explore an effective way to increase productivity and improve organizational performance, apparently human resource management plays an important role in it. However, the foreign capital enterprise performance management have large difference in background with domestic enterprises, especially those small and medium-sized enterprises have more foreign employees, some situations such as racial superiority, improper management transplantation, the thinking mode of different ethnic groups, the communication problem or the difference of values, it will impact the staffs enthusiasm, make the effect of performance management weak. Transnational enterprise management system is to transfer between different countries and cultures and integration, the object of performance management is different nationalities, therefore, how to implement scientific performance under the condition of cross-cultural management is one of the problems that small and medium-sized multinational enterprises to pay more attention to solve.This article is base on the analysis of the N company’s actual situation, use the theory and methods of performance management, analyzes the present situation of performance management in the company, according to the performance management theories, analyze existing problems, the cause of the problem and improvement suggestions, trying to set up a kind of cross-cultural operation of performance management system, in order to maximize local company staffs enthusiasm and creativity, enhance the management efficiency of different nationalities managers at the same time, and stressed that the company should make its strategic goals clear and match with the culture, achieve the enterprise’s sustainable development by the establishment of perfect performance management system...
