Food safety involves public health and safety, the image of government and the long-term stability of the entire community. Therefore, as a social problem, the regulation of food safety has been concerned not only in the whole society, but also the government's great attention.Since reform and opening-up, the food and clothing problem has been resolved, the food safety supervision entered the initial stage. With the development of economic and science, people are satisfied on material, but on the same time it brings food safety risks. The issue of the quality safety of food becomes serious, the market regulator has been unable to satisfy food safety requirements. Repeated food incidents made consumers have no confidence in food safety, at the same time it also affected the government's public image.The use of reasonable food security management and supervision mode is the premise of efficient operation of food safety management. Faced with the worsening food safety situation, our Government has taken a series of measures to reform the regulatory models, and have achieved certain results. However, the overall situation of China's food safety and is not optimistic.This paper starts with food safety model the historical evolution in China base on the theoretical, trying to explore the different periods of regulation and the common. Meanwhile, it focuses on the major problems in food safety management and supervision. And it introduces the experiences of the developed countries in food security management and supervision in combination with the actual of our country, then put forward the suggestions on how to improve the mode of food safety management and supervision in our country. This paper is made of five-chapter.Introduction: It reviews the research on food safety at home and abroad and introduces the theoretical and practical significance, and then it proposes ideas and methods of the paper.Chapter One: Theoretical study of food safety supervision. It defines the related concept, then analyzes the theoretical basis of food safety supervision from economics and law. The economics base on"the relation between government and market"and"asymmetric information". The jurisprudence base on"value law"and"rights law". That has consolidated the theory basis of food safety supervision.Chapter Two: The present situation and defects of Chinese food safety supervision. This chapter sorts out Chinese food safety supervision pattern, collate and summarize the different food safety supervision pattern from the period of food safety incubation, start of food safety to development period. And put forward at the present stage Chinese food safety supervision pattern approach to be multicultural food safety co-regulatory model which is under the coordination of food safety committee"sub-management-based, species management supplement". It introduces Chinese food safety regulators its responsibilities and the legal system. On this basis, from the angle of food safety regulatory body and the effectiveness of food safety supervision it analyzes the main issues existing in food safety supervision pattern and the existing problems. The main problems are that lack of social regulation, unreasonable of setting food safety regulators, the regulatory gaps, lack of administrative accountability system to food safety regulators and Market players who are against food safety laws.Chapter Three: the developed countries'food safety supervision pattern. It introduces the EU, the United States, and Japan Food safety supervision pattern, the legal system and the practical functioning. And it put forward the foreign food safety supervision experience: integration of functions, and management; to strengthen food safety supervision and coordination among departments; to establish an independent coordinating body; reasonable distribution of regulatory powers and responsibilities; arrange for an appropriate food safety inspectors.
