Food safety involves the health and life of everyone, the image of government and the stability of the society. Thus, food safety problem has been paid more and more attention by both people and government.Since reform and opening-up, the food and clothing problem has been resolved, the issue of food's supply has been eased. As the development of science and the transition of economic system, the issue of the quality safety of food becomes serious. The food poisoning incidents dealt a blow to the public's confidence in consumption, at the same time it also affected the government's public image.Faced with the worsening food security situation, the Chinese government has increased the monitoring of food safety, and adopts a series of measures and has achieved some results. First, on the basis of the former State Drug Administration, the State Council sets up the State Food and Drug Administration, which continues to exercise its original functions. What's more, it is responsible for the supervision and coordination of management of food, health food and cosmetics. According to the law, it is also responsible for the investigation of incidents. Secondly, the "Food Safety Law" (draft) was submitted to the National People's Congress Committee for consideration after discussed by the State Council. Under the government's strict control, the country's food security situation has been improved.However, China's food security situation is still not optimistic, mainly because China's current food safety regulatory system is not perfect enough. In the monitoring system, the supervision Agency is the key. The independence, authority and effectiveness of supervision agency affect the food security monitoring results directly. Although China has initially formed the structure which led by the State Food and Drug Administration and sub-regulatoried by other relevant functional departments, the Food and Drug Administration still faced a lot of obstacles in the process of its work.The article is divided into four parts: Introduction, the status, role and function of the Food and Drug Administration, the defects of the Food and Drug Administration and the main reason for it, the means of optimization for the Food and Drug Administration . In the Introduction, the author introduces the background and significance of research, explains three concepts: food safety, food safety regulatory agency and government supervision. In Chapter II, the author focuses on the dominant position and strategic position of the Food and Drug Administration , as well as the role and functions. In Chapter III, the author points out the main problems of the Food and Drug Administration and the main reason for it. Chapter IV is the key body of this paper, the author puts forward some specific recommendations to optimize the Food and Drug Administration. First, optimizing the allocation of regulatory powers of horizontal and vertical configuration. Then, providing effective legal protection for the Food and Drug Administration. Then, perfecting the information management system for food security and improving the administrative efficiency. Finally, the author proposes to build a government-led multilateral management system of food safety monitoring, which is an innovation of the paper. The author expects the paper can provide some reference to the development of the theory and the practice.
