In the reform campaign among the central cultural system nowadays, there is a common destiny of'transformation towards enterprise'among all domestic newspaper offices in China, in which those few securities newspaper offices are no exception. After securities newspaper offices'transformation from the institution with the traditional government budget to the enterprise with its self-development and responsibility for its own profits and losses, the performance appraisal system among all departments must be adapted to the requirement of the entrepreneurial development.This article analyzes the current research on departmental performance evaluation in enterprises both at home and abroad and the development of traditional evaluation methods for departments in newspaper offices. On the basis of which this paper explores the methods for performance evaluation of securities newspaper offices. It also proposes a design of balanced score card as the indicator for performance evaluation in securities newspaper offices. Analytical Hierarchy Process (AHP) is used to determine the weight of evaluation indicators for securities newspaper offices. And the method of obscure comprehensive evaluation is used to establish the evaluation model.This article also uses R Securities Newspaper Office as a simulation case for empirical studies. According to R's features, two departments are chosen for specific analyses on performance evaluation.
