Video processing and transmission was one of the key technologies of the marine-radar. The digital video processing technology was widely used to improve the performance of the marine-radar so far. Supported by the task of developing a new marine-radar in the General Armament Department, the marine-radar video processing and transmission technology was studied from theory and engineering. Eventually the marine-radar video transmission board and a set of algorithms, and the semi-physical experiment were completed.First, the video processing and transmission technology’s requirements and its research status, advantages and disadvantages were studied. Combined with marine-radar low video frame rate, variable sampling, large bandwidth three specific characteristics, the marine-radar video narrowband network transmission scheme based on pretreatment and JPEG2000 was proposed. Then according to the Nyquist sampling theory to derive the preprocessing algorithm, which has been optimized based on engineering application. Also the JPEG2000 compression coding algorithm’s refinement and validation was studied for the marine-radar video compression application. Finally, based on the method of FPGA+ special chip, the system realizes the narrowband network transmission scheme that based on pretreatment and JPEG2000.Semi-physical experimental results show that: 1, the whole system can guarantee the real-time video image, the actual delay of 129 directions, less than the project requirements of 256; 2, through the pretreatment of image similarity algorithm has reached 97.88%, after JPEG2000 compression encoding algorithm for compressed image peak signal-to-noise ratio over 46.15 dB. Indicators are far higher than the human eye can distinguish between 90% and 30 dB, the image quality has been effectively guaranteed; 3, the original bandwidth requirement of the 18.7Mbps standard image compression by up to 58 times, the image quality is still not exist in the visible range, effectively reducing the demand of video transmission on the physical bandwidth; 4, the computer of radar terminal CPU utilization rate decreased from 53% to 12%, obviously reducing the processor pressure effect; 5, reducing the hardware logic resources consumption, low down the implementation of complex Complexity, cost and high stability. In this topic, the practical value and practical significance of the marine-radar video processing and transmission scheme are proposed.
