The Vessel Traffic System (VTS) played an important role in the enhancement of ship navigation safety and improve the efficiency of Marine shipping. Radar as an important part of VTS system, can monitor ships in the area of navigation and collect real-time dynamic data of the ship. Generally the data of radar video information is very huge, which makes the radar video is faced with great challenges in real-time transmission and local storage. So, the study of radar video compression and transmission technology has important significance for the enhancement and improvement of function and performance in the radar system.With the rapid development of computer technology and multimedia communication technology, in recent years, video compression technology has been greatly developed. In view of the video compression, the international relevant organizations developed a series of standards, mainly includes:H.261, H.262, H.263, H.264, MPEG-2and MPEG-4. These standards have a common goal, that is, in effect acquiring the video images as good as possible with the lowest bit rate. It also involved in technology frame and interframe prediction algorithm. In the radar video images, most of them are sea background and static objects, which exists a strong correlation between adjacent frames.Based on the characteristics of radar video image, a better compression effect can be achieved.This paper studied the compression process and the specific algorithm of H.264standard, then made simulation experiments on the various video compression standards. Then converted the color model of radar images, using the H.264standard for the radar video compression coding and algorithm testing in the Visual C++6.0platform. Then analyzed the stream after the radar video compression in detail, and using the real-time transport protocol encapsulated and sent real-time code flowing, finally completed the stream receiving and display. Compression results fully confirmd the H.264standard can be used on the radar video compression, and has high compression efficiency. Real-time transmission experimental results also proved that the compression efficiency can meet the requirements of real-time transmission and display system.
