Science and Technology Novelty Retrieval work is part of the information consultation Service in Academic Library. As a basis of the research project examination, it integrates information retrieval, literature analysis, information processing. Usually the Client unit includes universities, research institutes and enterprises. With the development of social science and technology promoting innovation, the number of a variety of academic special scientific research fun d and small and medium enterprises innovative fund projects is more and more. As a Science and Technology Novelty Retrieval sites, the number of Novelty Retrieval projects’ reception is overall upward trend. Science and Technology Novelty Retrieval work is uneven among months of the whole year. It shows obvious characteristics that the seasonal projects were getting together and concentrating. The staffs will face completing a large number of tasks in a short time. In the past six months, especially in the time of applying Research Fund for the Doctoral Program of Higher Education, numbers of commissioned missions to check novelty are soaring. It will have already afforded over Science and Technology Novelty Retrieval sites’ capacity. Currently a major problem is that how to work ensuring the quality in such peak period.The theory and method of industrial engineering are mature. They are used not only in the manufacturing industry, but also in the service industry. As a branch of operation research, queuing theory has been applied in various service systems. As the method of designing and optimizing system operation, it can measure service efficiency, bottleneck of system. The optimization and improvement of the working flow is a hotspot issue of improving productivity. This paper attempts to process reengineering theory as a guide, with quantitative means, i appling industrial engineering method in the field of information service. The optimization of Science and Technology Novelty Retrieval work flow will solve the bottleneck of system in busy time, improve efficiency and service quality and reduce service costs.Based on the above research background, this paper determined the main concrete research content:This paper first introduces the current situation of the Science and Technology Novelty Retrieval work, the methods and experiences of the application of queuing theory and process reengineering in service industry field at home and abroad. Secondly, it describes and analyzes the basic situation of Scienc e and Technology Novelty Retrieval work site in the library of G university library which belongs the typical key university. It reveals the main problems existed in the library of G University from two aspects: the process and the management. Then taking reengineering theories and methods as guide, while using queuing theory to optimized design and control process, utilization of process optimization methods and tools, it will optimize the Science and Technology Novelty Retrieval work process in the library of G University. The optimization goal is to enhance work efficiency of G University Library Novelty Retrieval site in the busy time, shorten the customer’s waiting time, improve customers’ satisfaction, ensure the quality completion of the project. It proposes the specific optimization scheme around the design target. At last, it puts forward the security measures and the difficulty of the new Science and Technology Novelty Retrieval process optimization. It summarizes the advantages and disadvantages of the new Science and Technology Novelty Retrieval process.Using of queuing theory and process reengineering combination and applying quantitative research methods and process reengineering theory in the field of information services has a certain theoretical significance. Analysising of various factors and their impact on the Science and Technology Novelty Retrieval process, measuring the economic effect of indicators, integrating a series of indicators, this research has certain practical significance in optimization of Science and Technology Novelty Retrieval process.
