Shan Dong Novelty Research Based On The Synergy Theory

Literature research, qualitative analysis, quantitative analysis and questionnaire etc. were used in this paper. For the first, the definition and its processes of the novelty retrieval were discussed. Then, the evolution process about the novelty search was systematic reviewed. Finally, the development of novelty retrieval from Shandong Province was described briefly. Three novelty search institute include that Shandong Province Science and Technology Information Institute, Shandong Academy of Sciences Information Institute and Shandong University Research Station were chosen as the research objects. Many aspects were investigated such as general survey of three novelty search institute, the basic situation of novelty staff, the construction of database resources, the volume of business and the training of the staff, etc. Together with survey, the review system and expert consultation system were conducted by the author. Data which obtained through surveys was processed and analyzed by data processing software. Combined with the survey results and the practical experience by the author in Shandong Province Academy of Sciences Information Institute, present situation of novelty industry in Shandong Province was analyzed. According to the shortage of the status, it is recommended to build the province novelty search institute collaborative information sharing service platform, and build a new industry in our province the investigation Institution collaborative management model, the principal novelty search institute and collaborative communication model.The main results about this paper are following:1. The literature resources from College novelty station were better than information institute. The main reason is that university novelty station was built attached to the university library which has many resources. However, due to financial constraints, the intelligence investigation stations have not many databases to buy and the categories were limited.2. High comprehensive quality of novelty staff. The novelty staffs mainly have master’s degree, experienced training, senior titles and rich professional background.3. Website construction more mature. All of the three novelty search Institute established a website or web page to publicize their job. The most comprehensive construction novelty website was Shandong University among them.4. The whole province was lack of unified management institution. Novelty institution currently generally follow the principle of the one who should manages the institution which certified by themselves. Ministry of education managed Shandong University Novelty station. Shandong Province Science and Technology Information Institute managed by the provincial Science and Technology Department. Shandong Academy of Sciences Information Institute managed by the provincial Science and Technology Department. This situation resulted that the management chaos for novelty Institution.5. Information resources cannot be shared between novelty search institutes. There is more abundant information resources Shandong University Novelty station. The other two institutions was mainly application of CNKI and Wanfang database. The information resources were distributed unevenly.6. Poor communication between the novelty search institute and customers. After analysis of the novelty process about three novelty search institute that were Shandong Province Science and Technology Information Institute, Shandong Academy of Sciences Information Institute and Shandong University Research Station. The communication with customers was mainly occurred in Novelty process. Not only there was no communication of information push and propaganda for customers before novelty, but also was no feedback after novelty.
