The Research About The Pluralistic Mode Of Heilongjiang Book Publishing Supervision

Heilongjiang book publishers, although formed as enterprises, are still now under a slow development and fall behind the other provinces in China. Until today, there are still no adequate answers for the ways of promoting industry growth in a scientific supervision mode with theoretical and practical methods.Hence, to push healthy developments in Heilongjiang book publishing industry,this dissertation gave the deep analyses of present situations, problems and causes in their development and supervision as well as the policy design plans in pertinence from building the new supervising modes.Taking the pluralistic mode of supervising subjects for Heilongjiang book publishers as a study object, this dissertation mainly adopted the researching methods for datum, comparative analysis and documents. On the basis of governance theory, polycentric theory, synergetic theory,this text not only gave the analyses on present situations and existing problems for their supervisions by the combination of the theory and practice and in accordance with the development situations of the Heilongjiang book publishing industry, but also showed that unscientific supervising modes of the industry which were not suitable for the social development are the main cause for hampering the growth of this industry.Building the pluralistic subject supervision mode to meet the industry development, involved and coordinated with government, publishers and social publics, are put forward in this dissertation. Through the analysis of the necessity for this mode build and the subject components, it is proved that the running of this mode is under a union guidance of government, responsibility of publishers,supervision of wide public as well as the coordination platform among the government, publishers and public. It integrated the pluralistic subject into the common supervision and formed the effective resultant of forces with the various advantages of the subjects. By analyses of present government reforms and industry reforms, building the supervising modes was feasibility in a real view.The running modes were also discussed from four aspects such as system improvement establishment, mechanism all-round establishment, organizeroptimization management and net supervision enforcement, and relative feasible suggestions were given in this dissertation.
