"Medical Picture Archiving and Communication Systems"(Picture Archiving and Communication System, PACS) in the late 1970 s emerged. It is the medical image data into the computer in digital form. This paper constructs a large PACS system for hospitals in their own environment and conditions, and to explore and study its design and network security management.Firstly, the necessity of Qinhuangdao City, the first hospital construction PACS system construction, as well as targets to be achieved. System construction in Radiology as a starting point, build covered Radiology, including Cape release, CT, MR and gastrointestinal system, including medical imaging network. Implementation of filmless radiology imaging diagnostic work, and will release all medical images in Web forms to all medical departments throughout the hospital, clinical departments, to achieve integration with other information systems fully networked.Finally, based PACS-building programs, given the implementation of the first hospital PACS system functional modules, including logic distributed, functional units and system interface. These function modules with flexible software thinking, modular unit design can be freely split combination, to support management, query and other functional requirements, to meet the needs of clinicians. Meanwhile, the development of the security of the system maintenance, server maintenance and data maintenance practices.
