With the arrival of information age, the digitization and standardization of the medical image have been developing quickly. With some brand-new digitized image technology successfully apply to clinic, the amount of medical images increases dramatically. So it is necessary using Picture Archiving and Communication System (PACS) to deal with the acquirement, representation, transfer and management of digital medical images. The interconnection of medical image device has already become the inevitable development trend of construction of information-based hospital.Digital Imaging and Communication in Medicine (DICOM) is an international standard of medical digital imaging and communication. It defines the unified norm for the medical image and other information applying on medical equipments. DICOM is widely conformed by PACS and also is the key of the succession of PACS. This paper discusses the details from system design to system implementation, which includes general principle, design idea, design method, system structure, the scheme of construction and implementation, according to the domestic actuality of the research and implementation of PACS. This paper also deeply analyzes the DICOM standard, especially including imaging formats, encoding methods, communication protocols and processes. According to the normal designed step of the database and DICOM picture information model, this paper has realized the medical image database of PACS. At last this paper constructs a real small-scale system named Mini-PACS through understanding the DICOM standard and studying the design and implementation of PACS.This system integrates computer technology, network technology, image processing and database managing technology. Openness and extensibility are main features of the system as it is designed conforming related international standards. The implementation of Mini-PACS could be used for reference of building an efficient PACS, which will improve the diagnosis level as well as work efficiency of hospitals. And it is also significant to popularization and application of the digitized medical standard.
