Electronic commerce achieves operation by depending on modern information means, it replaces the original structure of the paper carrying information in the traditional transaction process, plays a vital role in promoting of information storage,transmission, statistics, publishing and other aspects. On one hand, it can greatly reduce the purchase cost, on the other hand, it can also improve the purchasing efficiency. At the same time, it also caters to the principle of the government’s sunshine action, promoting the convenient and timely supervision and management on purchase, so as to truly meet the standards of sunshine trading. According to database design, UML modeling,design of specific modules of the system of Government and, finally, work flow,capital flow and value flow, information flow and logistics integration as a whole, the realization of the complete system, in order to verify the validity of systems application and design, testing of the system.From the design thinking, the use of business process reengineering, and promote the integration and optimization of supply chain organization, dilution and related members of the various departments of self awareness, and integration of management thinking, methods, means, this is the innovation of this paper.After testing, theimplementation of government procurement information system can meet the design requirements, expect the government can use the results of this study, actively promote the implementation of the electronic government and carry out, strengthen administrative management is scientific.
