The information construction in the coal industry started relatively late in our country. With the development of China's market economy, many disadvantages of the existing coal industry solution gradually emerged, data collection and exchange channels are sluggish, business processes are not smooth due to the independent business systems, scientific management cannot integrate into the thinking of solutions to achieve the overall business process control. As an important part of operations in the coal industry, coal transportation is a bridge between coal production and coal sales and one of the important aspects in the commercialization of coal. In addition to the problems which the overall solution are faced with, there are still many problems, such as low efficiency operation, inadequate use of manpower and vehicle resources, lack of follow-up process and so on. Thereby constrained the overall regulation and control role and to a large extent undermined the competitiveness of the coal industry. As the existing transport management system has not been able to meet the needs of today's coal industry, the enterprises must follow the guidance of advanced management theory, the design and function of the system should be supported by advanced technical means to create a transportation management system that could communicate with the Railway Administration and customers conveniently, manage the entire process of running locomotive efficiently and process data accurately. In this paper, based on the existing transport management system, deeply analysis the actual needs of transport operators and business processes, combine with scientific management idea, design and implement a management system of coal transportation which have smoothly business flow and can fully satisfy the clients' demands.In view of the existing problems, we have discussed the system development, research status and the major problems, proposed the aim of design and realization, and particularly described the system requirement by the flow chart and use case. Secondly, selected technical architecture according to the system requirements and decided to adopt a common business platform to speed up the development speed, reduce development costs, make rapid adjustments to adapt to the changes in business. Thirdly, after determining the function module, design the data dictionary which the transport system needed. Then use the database modeling tools called Power Designer to establish the conceptual data model and complete the design of the structure of business data. Further, describes in detail design process of the transport management system according to the function modules. In the part of basic data design, determined the whole structure of system and divided the functions of each part. In the client control layer, the Smart Client was used to achieve automatic updates. In the early finish of the system, discussed amendments customers proposed in the demonstration and decided to make use of the common business platform to realize the material authority and free terms. In order to improve the system, deal with the exception handling. At last, execute unit test and integrative test.After finishing the test, system has been applied in many large coal enterprises, such as Kai Luan Mining Group, Xi Shan Mining Group, Xin Wen Mining Group and so on. By analyzing the problems user proposed and modifying program, the system have achieved restructure of business processes, solved the fragmentation of information, the sharing of resources and low efficiency problem. Thereby, enhance the level of enterprises management greatly. Before the system is applied, users spent more than a week to achieve plans for each class from making the monthly plans. Owing to the limited time and absence of a comprehensive consideration, plans often do not meet the actual requirement and need to be adjusted temporarily. After the system applied, it takes only two days to achieve the plans which get closer to the transport needs. The plan can be adjusted rapidly. As a result, the scheduling efficiency and the resource utilization are improved, the transportation costs are reduced and the market competitiveness of enterprises is enhanced fundamentally.
