Industry 4.0 was proposed by Germany at Hannover Industrial Fair in 2011, and incorporated in its national development strategy. China also proposed "Made in China 2025" in 2015 as a national planning. However, the automation level of domestic manufacturing industry is still relatively weak. Especially for the implementation of "Smart Factory", which is the key technology of Industry 4.0, it also shows weak foundation. With customized production gradually become a new trend of development, the application of non-standard automation equipment becomes more widely. As the brain of non-standard automation equipment, its fast and flexible development of control system and management and monitoring system can reduce the product development cycle to adapt to rapidly changing market demands. At present, the gap between domestic non-standard automation control system development platforms and foreign ones is still large, which is mainly reflected on the controller which can supports shop-floor management and monitoring interface and management and monitoring system.To deal with the above issues, this paper analyzes the functional requirements of non-standard automation control system development platform and shop-floor management and monitoring system. Its key technology is studied based on the soft PLC integration development environment CoDeSys which complies to IEC61131-3 and industrial RTE EtherMAC fieldbus. A layered structure of Industrial RTE components library integration method is proposed, as well as a shop-floor level management and monitoring system. It provides a solution for Smart Factory implementation in current situation of China.On controller aspect, the platform realized the integration of industrial RTE and application component libraries in CoDeSys. EtherMAC protocol is analyzed. The industrial RTE component library is divided into three parts, which are communication layer, interface layer and IEC layer. CoDeSys function library is also enriched and expended to make the using more convenient. On management and monitoring system aspect, HMI, database and OPC communication components of shop-floor management and monitoring function are realized, which are used for human-machine interaction, data access and data communication. With the data interface support provided by control system, the shop-floor management and monitoring system can monitor and manage field devices, which can effectively improve its automation level and make manufacturing more efficiency.In order to verify the effectiveness and stability of the platform, a solar panel automatic laying control system and its management and monitoring system are developed on the platform. It shows that the developed platform can meet the requirements of rapid and flexible development of non-standard automation control system and unified management and monitoring functions at shop-floor level.
