Research On Archive Ownership

With the development of market-oriented economy and the increase in social archive awareness, archive ownership controversy frequently appears in news media, which inevitably attract the public’s wide attention. To efficiently resolve archive ownership controversy, safeguard litigant legal rights and interests of archive owners, regularize archive use and facilitate social sharing of archival resources, this study classified archive ownership into state-owned and non-state and then made a systemic and in-depth exploration. At last, this study developed an international outlook, investigated international archive ownership and put forward a mechanism to solve international archive ownership controversy.Taking archive ownership as the object, this study was divided into five parts: the first part is introduction. Starting from some actual cases involving archive ownership, this part put forward the significance of archive ownership studies and review domestic and overseas study actuality. The second part is an overview of archive ownership, focusing on the definition, evolution and classification of archive ownership. It also made a comparative analysis between archive ownership and other rights of citizens. The third part was state-owned archive ownership, mainly elaborating the definition and capability of state-owned archive ownership, as well as the difference between ownership and usufruct of it. The fourth part was non-state archive ownership. It introduced the definition and capability of non-state archive ownership, especially the ownership of private archive. The last part was international archive ownership, putting forward a mechanism to solve controversy based on the definition, features of international archive ownership and the cause of controversy.
