Study On The Disposition Mechanism Of Archives On The Changes Of State-Owned Enterprise Property Rights

With the continuous development of the reform of the socialist market economic system,a large number of state-owned enterprises have responded to national policies in various industries,especially non-critical core areas,and gradually withdraw from transformation.They have adopted various forms of property rights to change their own property rights structures and achieve better quality business models..In this process of property rights change,how to dispose of various types of archives formed in the production and operation activities of the original state-owned enterprises and property rights change activities has become a realistic problem that needs to be solved urgently.In 1998,the National Archives Administration and the four ministries and commissions jointly issued a document to address the issue of the disposal of archives by state-owned enterprises in the process of property rights changes.After more than two decades of reform and development,today's state-owned enterprise reform has entered a new stage.The situation faced by the reform is more complicated.The forms and schemes of property rights changes have become increasingly diverse.The original documents are no longer sufficient to support the current state-owned enterprise property rights.In view of this,it is imminent to construct a mechanism for handling the changes in property rights of state-owned enterprises in accordance with the conditions of the new era.The article first sorts out and analyzes many basic concepts and theoretical foundations involved in the construction of a state-owned enterprise's property rights archives disposal mechanism,including the definition of state-owned enterprises,property rights changes,property rights archives disposal,mechanisms and other concepts,as well as the interpretation of theoretical basis such as the principle of free sources,file value theory,resource allocation theory,etc.Then the article will analyze the current situation of the disposal of state-owned enterprise property right change archives from the perspective of policy and practice since it was issued in 1998 by the State Archives Administration.The article will take the typical Suzhou and Tianjin state-owned enterprises' property right change archives as an example to analyze the working ideas of Suzhou and Tianjin in the practice.Realistic problems such as poor channels,unclear work procedures,and misuse of management and utilization will be discussed in this chapter.After summarizing the existing disposal issues,the article specifically explains the conceptual connotation of the disposal mechanism of state-owned enterprise property rights archives,including the subject and object,the supporting elements,the disposal link,and the disposal environment.The three key characteristics of the multidimensionality,dynamics,and environmental dependence of the disposal mechanism summarize the three specific contents of the rights and responsibilities system,operation process,and guarantee system included in the disposal mechanism.After that,the article will take three specific contents as the breakthrough point,and explain the basic principles,positioning and specific requirements of its construction.
