With the rapid growth of information technology and unprecedented development of the Internet, information and electronic technology has become a preferred solution for improved operating costs and work efficiency. As the amount and type of information regarding personnel management continue to diversify, workflow becomes clearer and social division of labor more detailed, the traditional personnel management model of the Exchange Center has been inadequate to meet the needs of current business development and the daily work of personnel management. In order to improve personnel management of the Center, the development of a simple yet fit personnel management system becomes essential.This paper aims to design and develop a personnel management system, based on a thorough study on software development, programming and database design, so as to meet the actual personnel management needs of the Center. Objectives and content are therefore proposed accordingly. Based on basic theories of database technology and ASP.NET technology, as well as the application technology of personnel information management system, the personnel management system of Yunnan Provincial Sports Foreign Exchange Service Center is hereby designed. The System, using Visual Studio 2012 as the development tool, SQL SERVER 2008 as its background database, and Browser/Server mode as its system framework, is divided into several modules, namely, system management, organizational management, role & access right management, contract management, compensation management and attendance management. These modules are used to ensure the efficient completion of the basic transaction of Exchange Service Center. By replacing the original manual mode of operation for the information management, the system saves a great extent on labor costs. System makes complex work simple and clear, efficiency. This system is based on browser / server architecture to achieve, so the system is more conducive to maintenance and update. System management is to realize the system menu management; organizational management is to increase, delete, modify, query information regarding departments or personnel of the Center; role and access right management is to administer access to the system by user; contract management is to realize management of contract personnel; compensation management is to increase, delete, modify, query information regarding all personnel; attendance management is to document staff attendance for future inquiries; statistics generation is to deliver reports regarding work and attendance of the Center’s personnel.Trial operation of this system shows that it will meet the needs of the Center’s personnel management.
