The world today is an era of information, and the huge quantity of informationslow down our work efficiency. The outdated information management system can notprocess the huge quantity of information effectively and will not meet the increasingneeds of the users.With the rapid development and extensive use of the networktechnologies，we made enormous changes in the information management system byusing these new technologies. They include new software，database，network and therelative technologies. Thus we call it Management Information System. PersonnelInformation Management System is a subsystem of Management Information System.In this system, Enterprises or public institutions connect the computers，the network andthe hardware together to manage all the personnel information in order to improve workefficiency and achieve centralized management of personnel information.The dissertation is based on theory and technology of human resource managementsystem developments at home and abroad. Under careful analysis of feasibility andurgent need of Personnel Information Management System of our unit，we designedand developed our Personnel Information Management System. We have also referredto the civil personnel management experiences, but this system aims at the certainrequirements of our unit（No95879Unit of the People’s Liberation Army）. And thissystem can timely and accurately provide the required information，data and analysisresults to our Personnel Department. This system realized the informationization ofour personnel management.The dissertation elaborates the methods and detailed process of developments ofour Personnel Information Management System according to our requirements infunction and framework. We adopted C/S(client server) structure in system developmentmode，and VC++in development platform，and MSSQL in database. In logicalmechanism design，our system emphasizes the functional modularity of every part. It isconvenient to the system’s upgradation and expansion in the future. We have finishedthe security and stability tests of our system. The research and development of this Personnel Information Management System is vital to our personnel management workand it can work with high efficiency.
