Along with the constant development of internet technology, the network bandwidth technology is increasingly maturing. In such context, optical communication becomes the main development orientation and plays the revolutionary and guiding effect. To meet the market demand, digitalization, broadband and optical fiber become the standard of domestic backbone, while the conventional access network becomes the bottleneck between local area network and backbone. Therefore, various new access technologies are emerging. The Passive Optical Network technology which is mainly characterized with high bandwidth and multiple service and has vast development and application prospects. Passive Optical Network technology is characterized with high adaptability, resistance to electromagnetic interference and low operation and maintenance cost. Along with the maturing of Passive Optical Network industrial chain, as well as the drastic decrease of material and equipment price, it also provides Fiber To The Home with favourable conditions.In 2009, Beijing Telecom initiated the PON network construction. In the process of construction, it’s vital to intensify the extension of optical fiber and accelerate network infrastructure construction. Huaxin Consulting Co., Ltd. is responsible for the design of local area network and optical fiber of Beijing Telecom. This paper is focused on three subjects of Beijing Telecom PON:network planning, project cost and post maintenance, and studies the application of PON technology in actual project. The content mainly includes the following four aspects:(1) Introduce the design plan of Beijing Telecom PON by planning thought, construction model, equipment deployment, ODN design, etc.(2) On the basis of complying with the fundamental principle conditions of network construction, it comprehensively considers PON technology, PON network model, FTTH networking principles and OLT deployment principles to fulfill the system communication function indicators and determine the guiding PON network plan which is suitable for domestic "non-dominant" operators.(3) It makes detailed analysis on primary ODN and secondary ODN based on the case of Beijing Telecom FTTH project. The project design, construction expense and construction mode of such two optical distribution modes are compared according to building type, project nature, optical distribution method, construction investment, material price, related quota, charging standard and other project information in order to discuss the science and reliability of project design and determine the design solution with reference value and guiding effect.(4) It analyzes the potential faults of optical cable and device of GPON network, puts forward the maintenance solution for fault detection and provides maintenance staff with daily fault detection stylized management model.Based on the above mention study content, the paper draws the conclusion of design thought and planning proposal in line with the actual situation of Beijing Telecom by systematic study of PON network design implementation and optimization management of Beijing Telecom. Such proposal establishes "community access model" for design department, and plays important reference and guidance effect on project design, investment budget and project implementation.
